UGM has established an independent research team in response to complaints from the people of Rembang regarding plans to build a cement factory in the area. According to UGM’s Deputy Rector of Cooperation and Alumni, Dr. Paripurna, S.H., M.Hum., LL.M., this team is to consist of leaders and students from a variety of academic backgrounds and is to be headed by Dr. Pujo Semedi.
“This team is to research the diversion of public resources for industrial interests and to conduct research into the testimonies of UGM lecturers during this case’s trial,” explained Paripurna, Wednesday (15/4).
Paripurna added that research into the diversion of public resources for industrial interests indicated that, from an economic perspective, there is presently no pressing need for the cement industry in Indonesia to increase production. However, if cement production must be increased in the future, it must be done after taking into account various issues, such as environmental impact of karst mining and the hydrological, floral, faunal, and social consequences of said mining.
“The above consequences have not yet been fully identified academically,” he said.
As such, Paripurna said, changes to the karst topography must be done conservatively and carefully, after much consideration; mining should be done in localized sites in unpopulated regions or sparsely regions to minimize negative effects; in areas already populated by local residents, the conversion of land rights to the company and change in zoning must be done voluntarily, without any coercion.
Meanwhile, regarding the expert testimony from UGM lecturers Dr. Eko Haryono and Dr. Heru Hendrayana, the UGM team has found that, in terms of expertise, both are valid experts and presented information pertaining to their expertise professionally. However, in subsequent communications there were testimonies which were inappropriate for expert testimony, including some which promoted a certain viewpoint, though neither lecturer had conducted on-site research in Rembang.
